The Child Support Program administers the Federal Access and Visitation Grant to provide services to noncustodial fathers and mothers. The grant program was created under Federal law “to enable States to establish and administer programs to support and facilitate noncustodial parents’ access to and visitation of their children.” In Pennsylvania, Access and Visitation programs are operated by local agencies in several counties. Program activities include, but are not limited to: mediation (both voluntary and mandatory), counseling, education, development of parenting plans, visitation enforcement (including monitoring, supervision, and neutral drop-off and pickup), and development of guidelines for visitation and alternative custody arrangements.
