Prop. 5 makes rehabilitation, including drug treatment, a primary objective of the state prison system, requires reentry/rehabilitation programs in prisons, and creates incentives for participation. Under Prop. 5, all incarcerated people would receive rehabilitation services at least 90 days prior to release to begin preparing for re-entry.
