Drivers of vehicles weighing 10,001 gross combination weight rating (GCWR), designed to transport 16 passengers including the driver, or transporting hazardous materials in placardable quantities are subject to all of the requirements of 49 CFR 391.11-51. This definition now extends to drivers of vehicles designed to transport 8 or more persons including the driver when the transport is for compensation (i.e. private airport shuttle services). This includes such things as a special application which includes date of birth, driving experience, a special driver s certification and other specifics detailed in 49 CFR 391.21.
