What type of CAL will a non-active directory device using Outllok Web Access need when we are currently running Windows Server Device CALs and Exchange Server Device CALs?

The end user that has employees using Outlook Web Access (OWA) off site will need a User CAL. User and Device CALs can be mixed, but those that use OWA will need User CALs and any Office bound users can have Device CALs.
