After getting kicked out, reinstated, and kicked out again, Bucky ended up at the Naval academy, where, so he says, he was amongst the last of the classes to be trained in such things as full command authority, meaning that he was given the type of education that trained him in all phases of naval operations, on the premise that should he be on a boat that was attacked, all the superior officers lost, etc., then he would have to take over the ship.
