We tend to forget many slaves depended on their “masters” for protection, food, shelter, and medical care. One of the biggest drawbacks to releasing all the slaves is where were they going to go and what were they going to do? In a weird way many people of the time felt they were doing the slaves a favor by supporting them and keeping them safe. Now granted a slave who was owned by G. Washington was far better off than one saved by some sadistic SOB. Slavery was far more complicated than most think.
