First understand that not being read or not understanding your Miranda rights does not prevent you from being arrested. Miranda rights only go into effect when/after you are placed under arrest (ie: They do not have to be read to you if you are just being questioned at the scene.) If you are placed under arrest you are guaranteed your Miranda rights and you must be informed of them. If you are not read them or you do not agree to / are unable to understand them then any statements you make to the police are not admissable in court. For this reason a wise officer would probably choose not to continue questioning if a person did not agree to understanding their rights. In the event that you say that you do understand your rights, but in reality you don’t (if you are incapable due to language barrier or are mentally incapable) then you or your lawyer would have to file a motion to supress your statements due to the fact that you didn’t have the ability to understand your Miranda rights.
