You may be able to special order a toilet for a 12″ rough-in. When I was plumbing 10 years ago, we’d occasionally run into a situation where there was a floor joist in the wrong spot. In that case, we’d do a different rough-in (I think it was 15″) and have to special order the toilet. This was in mass-produced subdivision houses, so the homeowner got what the builder put in. This may be cheaper/easier than moving the flange in the floor.
