If you mean the top is longer rather than shorter, then it could be a crew cut, butch cut or brush cut. The difference between a crew cut and a butch/brush cut is that the hair on top with a crew cut is graduated in length longer to the front hairline to allow a short pomp(pompadour) front to readily form when the hair is brushed back off the forehead. The back and sides of a crew cut are tapered shorter. Butch/brush cuts are usually cut a uniform length on top with the back and sides tapered shorter. When the top is cut a uniform length of 1/2″ or less the style is usually referred to as a butch cut. At 1/2″ or longer the style is usually referred to as a brush cut. At 1/2″, the style is also referred to as a short brush cut. At 3/32″ or less on top, the style is often referred to as a burr. butch cut; http://i49.tinypic.com/2mpfx2g.jpg brush cut: http://i47.tinyp
