Depends on what you mean by a graphic design. I use Adobe CS3 (legally, unlike some people. . .) Let me rant for a moment: NEVER design anything with a pirate copy of any software. If you make money off of it or use it in your portfolio then you could be sued (and should be) for any revenue you made, plus damages. You could also be the target of criminal prosecution, which never looks good on a resume. Stick to what you can afford if you can’t spring for CS3 yet (try finding a copy of CS2 or, better yet, start out with Photoshop Elements, which is much more affordable.) Outside of Adobe, there are other programs you can get for free that are comparable to Adobe. There is GIMP, a free photo editor similar to Photoshop, and Inkscape, which is a free vector drawing program much like Illustrator. Hope this gets you on the right track! Cheers!

what you should be more concerned with is learning the principles of good graphic design. You can do graphic design with basic tools, and in fact that’s how many designers work: you start with simple, quick pencil thumbnails on paper, then work up roughs, then pick the best couple of designs from the roughs and go on to creating more finished comps (often in color, using any number of media including ink and markers). Then go to the computer to do your finished work. As for the best program, Photoshop and Illustrator, because each one is best for certain things. If you want to work with photos and other raster images (pixel based) you would work in Photoshop. If you need designs that can be enlarged or shrunk without losing quality, you work in Illustrator because it “thinks” in vectors and vectors are mathematically generated lines, curves and shapes, and can be infinitely resized. You can’t do that with Photoshop images. There are also legal free programs, such as Gimp, www.gimp.org,
