POP copies the messages down to your Touch, and may delete them from the server. Then you disconnect from the server and manipulate the messages locally. Once POPped from the server, the only place you can get to your mail is on your iPod Touch. If you drop your Touch in the lake and don’t have a backup of your mail, you’ve lost all your POPped mail. IMAP leaves the messages on the server and manipulates them on the server. You can get to your mail from any Internet-connected computer in the world. If you drop your Touch in the lake, you’ve lost your Touch, but your mail is still sitting on the server waiting for you to access it from another machine. You can configure both POP and IMAP to somewhat resemble each other (but that tends to get messy — duplicate emails; deleted emails here still show up there; etc). It depends on your individual work-style and on what hotmail supports as to whether you want to choose POP or IMAP.
