It basically says that the one with the lower standard deviation will be less spread out. There will be fewer extreme values in the distribution of the data which means that it is more reliable. For example if one set of data was time taken to travel to school by car and the other was on foot and the standard deviation for going by car was lowest then that would be the most reliable form of transport.
