Available U.S. certified air carriers must be used by Uniformed Members/DoD civilian employees for all commercial air transportation of persons/property when the U.S. Government funds the air travel IAW 49 USC 40118, commonly referred to as the “Fly America Act”, and GAO decision B-138942, 31 March 1981, with some exceptions.
