The forms are available by searching for “Local Report Card and Accountability Information” from the ODE home page. The forms will be due to ODE by March 14, 2008. Forms for the 2008 application process will be available by February 2008. The 1% calculation is based upon both the number of students taking the alternate assessment (the numerator) and the number of students tested in the district (the denominator). Though IEPs are mostly written in the fall which specifies a student’s test type, districts do not know the denominator figure until much closer to May testing. Using enrollment figures from fall gives an inaccurate and usually lower percentage than an estimate collected right before the test period. For this reason, forms to apply for an exception to the cap are not released until closer to test time.
