The best substitute depends on how you plan to cook it. Go to a seafood store, if you have one, or the seafood counter of your grocery store, and tell them what you’re doing & see what they suggest. Also you might go to some of the online recipe sites, search for the dish you want to cook & see what substitutes they recommend. A firm white fin fish might serve as well as scallops. You wouldn’t want to use imitations in ceviche or a simple cooked dish, but you can get away with it in a casserole or maybe even Coquilles San Jacques.
