More important, the cluster has to be based in a reasonably large City. Sudbury is barely large enough. There are no other candidates in Northeastern Ontario. Successful clusters need major research facilities. Sudbury already has a university with eight mining-related research centres. It has a Ph.D. program in Precambrian geology and is working on additional graduate programs in related fields. It has the Ontario Geological Survey, a world leader in Geological information systems. It has federal laboratories. Again, Sudbury is the only serious candidate in the country, let alone Northern Ontario. Why do we believe that benefits will spill over to the rest of the communities in Northeastern Ontario? There are two basic arguments.
