There seems to be some confusion as to what a bin editor is (it might mean something else in the EFI world than in the electronics world?) The programmer comes with a Bin or Hex editor where you can change values of different addresses, but there are no boxes saying this location will set the idle etc. Also, the programmer does not include instructions on how to tune up a car ROM. All the programmer will do is put the information in the chip you provide that information from someone else’s program.
