i dont use toner, so I cant help you there, but Cetaphil is a really good moisturizer and it’s non-comedigenic, so it won’t clog your pores. I would think that at age 16-18 your skin will be changing and you may have a lot of oil in your skin, so make sure whatever you use helps with that. If you find it to be dry, you might be over doing it with the toner. Also make sure whatever makeup your wearing is non-comedigenic too, and has an SPF in it.
