Sorry, but we can’t offer you a simple answer here as it all depends your workflow (photographers use the term to mean the process that you go through from taking the image to the end result), what you’re used to and, probably more important, what you like. All programs have their strengths and weaknesses,their own idiosyncrasies, some are mac and some are PC and, a bit like the mac vs PC debate – some have their diehard fanboys who will not hear a bad word said about their “precious”. To simplify things a little, there are two different types of program here: RAW processors and Image Editors. Adobe Photoshop CS3, for example, is an image editor (CS stands for Creative Suite).
