The Russian manned research station of Vostok in Antarctica is a contender for the coldest inhabited place on earth with a year round average temperature of -57.5F and it holds the distinction of the coldest weather recorded on earth when the mercury plunged to minus -129F. An unusually warm day in Vostok would see temperatures around 0F. The other contender would be Oymakon in Eastern Siberia which has a year round average temperature two degrees colder than Vostok but does experience some comparatively hot days with temperatures on some days being above freezing point. So depending what criteria you set, the answer is either Vostok or Oymakon.
