Pi is defined as the cicumference of a circle divided by its diamater, which is always the same number. So formulas like C = pi * d come from the definition. And as I said earlier in another question today, there was no single person who came up with pi. Different cultures came up with it independently of each other. It sure didn’t start nor end with the Greeks. Different mathematicians over the centuries have come up with different ways of approximating pi to more and more decimal places.
