For EPRs, the MPF Commander or Chief, Career Enhancement, are the only individuals who can “certify true” a missing signature. For OPRs, the ratee’s reviewer or a personnel officer (preferably in the grade of Major) are the only individuals who can “certify true” a missing signature. NCOICs of Career Enhancement may “certify true” a copy of a completed report, but may not certify missing signatures.
