It is the candidates who cover such costs. The costs related to the tests asked for by universities are compulsory, but as for the application costs, you can send a fee waiver request signed by the high-school or faculty manager confirming that the pupil/student does not have the financial means required by application and asking for a no fee application acceptance, by specifying the details related to his/her financial status (his/her own or his/her parents wages, etc.).
