Who gives an MRI? A technician or radiologist, and do they know how to interpret them?

Generally it is a radiology technician that does the MRI. No, they can not technically read an MRI; a Doctor will have to read the MRI. Techs see MRIs often enough that they do gain some knowledge of the test and can “interpret” the results. But really you should not worry until a doctor had read and interpreted your MRI.
