Although some U.S. states have given the responsibility of legislative and congressional redistricting to special commissions and boards, most in the Midwest still give their legislatures the authority to draw and approve the political maps. There are some exceptions, however. In Ohio, a five-member Apportionment Board which is made up of the governor, the secretary of state, the state auditor and two legislative appointees controls state legislative redistricting. As a result, unlike the other Midwestern states, the governor does not have veto power over the final state legislative map. Illinois forms an eight-member redistricting commission if the Legislature fails to meet a deadline for redrawing the states legislative seats. If the commission becomes deadlocked, the state Supreme Court names two people, one from each party, and then the secretary of state, by random selection, chooses one to break the tie.
