Who is responsible for administering COBRA?
Employers are responsible for notifying employees and qualified beneficiaries of their right to elect COBRA continuation coverage. Additionally, employers are responsible for notifying COBRA participants of benefit and rate changes and for monitoring the duration of benefits under COBRA.
