Your employer is responsible for paying the withheld money to the government along with the employer portion of employment taxes. If the employer doesn’t pay it over, the employee still gets credit for the payment.

Your employer is responsible for sending the money in after he deducts it, and the IRS gets VERY unhappy with people who don’t. Hang onto those pay slips showing the deductions. If at the end of the year they don’t match your W-2 you might have to work with the IRS to file your taxes showing the withholdings. If your W-2 is correct you’ll be OK to file, but if the employer didn’t send in the money, he will be in deep sh!t.
