The first signature is from the teacher because he/she is requesting the check. The second signature is also from the teacher because he/she received the supplies at the store. The third signature is ALWAYS from the PRINCIPAL, who authorizes all payments. Example 2: The secretary requests payment of the phone bill. The first signature is from the secretary because he/she opened the bill from the phone company and is requesting that a check be written to pay them. The second signature is from whoever can verify that phone service was received in the building; this can be the secretary, the Principal, etc. The third signature is ALWAYS from the PRINCIPAL, who authorizes all payments.
