Who manages the Panama Canal?
The Panamanians leased the canal to the Chinese. They had to build the infrastructure of hospitals, roads and hydro plants, but the American government still monitors and regulates its use through surveillance. The canal is controlled by the Panama Canal Commission, which is a panel of five Americans and four Panamanians. The Panama Canal Commission spokesman said the treaty gives the United States the right to intervene militarily to protect access to the canal.
