Who sets channel policy on freenode?
Channel policy is set by channel owners. Network staff set the basic ground rules for the use of the servers and we try to influence channel policies in a positive direction by urging channel owners to adopt the freenode channel guidelines. They’re formulated based on our experience encouraging the growth of relaxed, productive discussion environments.
