English is a universal language. Every group has very distinct accent. That’s why all have accent, British, US, Australian, even Canadian (Aye).

I am from England. I speak English with a northern dialect…now tinged with a Canadian influence. English people speak English with dialect. Americans/Canadians, for exapmple, whose first language is English, speak English with a dialect from wherever they are located. People who speak Engliash as a foreign langauge usually speak with an accent…broad or subtle. To summarize: If English is your first language, you speak it with a dialect. If your first language is not English, then you speak English with an accent. Just semantics, I guess.
