A. Most CDBG-R contracts have both general administrative costs and activity delivery costs. Invoices from administrative consultants and force account timesheets for administrative personnel must specify the tasks completed in order for TxCDBG to review for reimbursement. Only costs allowed under the state program for local administration will be considered for reimbursement under either category. Activity Delivery costs are those directly related to carrying out the project activities. General Administrative costs are related to meeting overall program requirements and are not directly related to a specific activity. For Drawdown Threshold purposes, the two budget line items will be considered together. For example, up to 50% of the combined general administrative and activity delivery costs may be drawn prior to the start of construction.
