Why can’t everything be recycled or turned into compost?

The local councils will continue to recycle as much as possible, however some rubbish is too contaminated for successful recycling or too difficult to treat. When more energy is used to recycle a product than to produce a new product from the raw materials, recycling becomes impractical. Also, the environmental and financial cost of sending materials long distances has to be considered against the benefits of recycling.
