Why cant I cancel a withdraw transaction or deposit transaction if it has not reached its destination yet?

When you have confirmed either of these transactions it becomes an automatic process that cannot be cancelled. Once the process has begun you will have to wait for the transaction to be completed, and then you can begin a new transaction that would reverse the original process.
