This is most likely caused by not properly configuring the Mac OS to work with outSPOKEN. The “Smart Scrolling” option is probably turned on in the Appearance control panel and it should be turned off. If the Mac OS is configured properly, then the problem may be that a floating window or floating palette is covering part of the scroll bar preventing outSPOKEN from clicking on it. Verify that the ControlStrip control panel is not showing (Control-WINDOW). Also be sure that AppleGuide is not on. As described in the outSPOKEN Reference Guide, outSPOKEN does not see floating windows and floating palettes, so you may need sighted assistance to close them.
