Why cant I view all layers (datasets) on the same map?

We are in the process of designing additional maps that will each contain a particular category of data, such as habitat data or comprehensive plan information. We are unable to display all of our datasets on a single map due to the sheer number of datasets and the impact they would have on performance. The more datasets that are present on a map, the longer it takes the map to draw and process requests. We have designed a series of maps to optimize performance and target certain group of users with particular interests. We will always maintain a very simple map that just contains the basic layers, such as roads, parcels, and address, which is meant to serve as a very quick way to locate basic features. Other maps that will be developed will be a bit slower because we will be adding data to the base layers to give users access to additional information.
