Tower 4 will be used as an example to answer this as it is the first tower Qatar Cool is serving by dealing with individual owners. Qatar Cool had to wait for all the systems to be in place and for the information to be provided by the developer before starting the billing process. Qatar Cool did not record any initial meter readings before the handover date for Tower 4. The first reading was taken after the handover took place, which is around August 2009 for the majority of the units in Tower 4.
