Because of the declining numbers of settled population in the villages, services such as Post offices, shops and schools were closing. This meant that the permanent population had to travel further to try and get the basic services they needed. The Welsh Language Society formed a Housing policy in 1975 stating: the main consideration when drafting a housing policy is to maintain the rural social life. They were encouraging estate agents to advertise houses locally and to use a bilingual policy giving the Welsh language priority. Despite the fact that affordable housing is a common problem in rural areas, it is seen to be worse in Wales as the loss of a rural community leads to a decline in the number of Welsh speakers and the services available through the Welsh language.
