Why do I have to get a Certificate of Occupancy or Home Occupation Permit to obtain a Master Business License?
Certificates of Occupancy (C of O) and Home Occupation Permits are tools to monitor and control occupancy and use of space as dictated by the DC Zoning Regulations. These documents were required even prior to implementation of the Master Business License and Registration Program. If a business is operated out of commercial space, a C of O is required. However, when a business is operated out of an office building that already has a C of O for the space occupied by the business, that business may operate under the umbrella of the Certificate of Occupancy issued to the office building owner, with the building owner’s permission. Home Occupation Permits are required to operate a business from an owner’s primary residence. The key factor regarding Home Occupation Permits is that the home must be the primary residence of the business owner.
