Why do New York City police cars blip their sirens a lot at night?

I’ve noticed on my visits to New York City that during late at night when there isn’t much traffic on the streets, the police cars will sort of ‘blip’ their sirens only when going through intersections. So I would be laying in my bed and hear a lot of “bwoop………….bwoop………… ….bwoop.” Is this just some sort of rule the NYPD have to follow to combat against contributing to late night noise pollution? A: When law enforcement is running lights and siren or code, we are required to run both when moving. I would assume that they have adopted a manner of just using it when approaching intersections to warn pedestrians or cross traffic that they are entering the intersection and to beware. It’s really a them being nice and not runnning full sirens. Most states laws require the siren to be on, but many of us will only use it in intersections and when overtaking cars during night to be nice and let people sleep!
