RR winds are written so that they are earth-relative. That means that a vector that is due east on the RR grid is due east on the earth. The operational NCEP forecasts, all use grid-relative winds. For lat-lon and Gaussian grids, the grid-relative and earth-relative winds are the same. But for the Lambert conformal and polar stereographic grids, one needs a rotation to convert from grid-relative to earth relative. This can cause problems as codes designed to read the operational grids usually apply a rotation to convert the winds to earth relative. However, we felt that it would be easier to convert the winds to earth relative rather than teach people to rotate the winds.
