The paint industry through the National Paint and Coatings Association, have taken the lead to create this bill and its program of responsibility to avoid a government mandate. The paint industry believes it can conduct a more efficient program and working in partnership with government, intends to utilize the marketplace to determine true cost efficiencies. The paint bill is clearly a move towards less government involvement. Why a pilot program? Making the shift from a government to an industry operated program will be complicated and require some learning. Minnesota, with its well established paint collection infrastructure and good working partnerships between producers, retailers and government, was chosen to pilot the program. Advertisement.
