Why doesn Qatar Cool make the contracts out to the tenants?

The unit owner is Qatar Cool’s main obligor. Qatar Cool plays no role in any agreement between unit owners and tenants. Qatar Cool can send the cooling bills to the unit address but the bill will be addressed to the owner.
