Why doesn the proposal mention CDL staff and others hired outside the Librarian Series to do library work?
The decision was made not to include the issue of librarians hired into other series because the information was anecdotal and no specific numbers were available. Recently there was an AUL salary proposal that successfully made this argument because the majority of AULs had been transferred to another series.
