Why Hamilton County Has Emission Standards Some questions were raised at Thursday’s Hamilton County Commission Agenda Session about why is there emissions testing in Hamilton County?
To answer that we have to go back to 1997 when Hamilton County was in compliance with Environmental Protection Agency air standards. But when the EPA issued new standards, Hamilton County was unable to meet the new regulations. Hamilton County received nonattainment status. Nonattainment is when an area exceeds health standards for air quality as defined by the EPA. The Hamilton County Air Pollution Control Bureau tells us the EPA came up with an early action compact allowing Hamilton County and other communities that were close to compliance to come up with alternative clean air programs to ease pollution. In exchange those communities would receive attainment status. These programs are designed for communities that are on the verge of meeting standards, but not quite there.
