The California legislature passed Assembly Bill AB 603 in 2001 requiring the Bureau to establish new mattress flammability standards that address fires ignited by open flames by January 1, 2004. In response to this law, the Bureau issued TB603, which applies to all mattresses and foundations/box springs manufactured after January 1, 2005 for sale in California, except for those used in specified hotel and similar lodging establishments that are equipped with with automatic sprinklers.
