Why has the on-street parking been converted to permit required streets?

One of the goals for Parking and Transportation Services is to ensure that all users of the parking system contribute toward the system. When this goal is not being met permit holders who are paying for their parking service are actually subsidizing the “free” parking on campus and this is unfair. In addition Parking and Transportation Services revenue is not exceeding its expenses and this is needed in order for this department to maintain a financially healthy self-sustaining parking system.
