Why have a coroner inquest then instruct the jury not to rule unlawful killing?
A verdict of unlawful killing could only be returned if the jury were sure that a specific officer had committed a very serious crime – murder or manslaughter. Since the shooting was down to a series of errors by a group of individuals acting collectively, such a verdict could not be germain to this specific incident. The coroner does not want any criminal or civil fault attached to any individuals.
