For example: You are going to use the level 22 Baseline Runecarving Spell ‘Greater Runebolt’. Assuming you are casting this spell on the same enemy each time: If you have 22 points in Runes of Destruction this spell will hit for around the same damage (approximately maximum damage) every time. If you have 6 points in Runes of Destruction this spell will hit for varying amounts of damage (anywhere between low damage to maximum damage) each time it hits. If you increase your Runes of Destruction points by adding +8 in item bonuses (now Runes of Destruction is at 14 which displays in game as 6 +8) this spell will still hit for varying amounts of damage but the variance will be less (anywhere between medium to maximum damage).
