Really, the only people that can answer this, work at the WB. But most probably the move is because Buffy is no longer on the WB, and the WB thinks, to keep ratings up, they have to put it behind a highly rated show (like 7th Heaven). As of Season 3, Angel will be shown Mondays 8/9c on The WB.
